  Palpatine wins in a sense: all the Skywalkers are dead; his family line endures; any Jedi Order that Rey creates was indirectly created by Palpatine; as shown in the movies, Rey has a natural inclination to the dark side, so any potential children she has have a high risk of falling to the dark side, repeating the entire cycle all over again; a significant portion of the galaxy was destroyed by his machinations such as the Starkiller base and the Star Destroyer fleet; and his granddaughter will be remembered as the galaxy's hero. Palpatine may have died, but his legacy and actions will endure in a galaxy far far away and his line has outlived the Skywalkers, who, after all the time they were manipulated and tormented by him, die defeated.
